Chris Powell’s
Risk Management
Journey

How did you first hear about the Civil Service Fast Stream programme?

I had long been aware of the Civil Service Fast Stream, but more as a vague idea than a genuine career option.

The scheme seemed to offer a genuine opportunity to make a positive impact in society and had a proven record of developing senior leaders capable of taking, as well as controlling, complex risks around priority national issues.

Tell us about your Civil Service Fast Stream experience. What kind of projects have you been involved in?

My Fast Stream experience has been both challenging and fulfilling. I’ve had the opportunity to work across diverse departments, gaining hands-on experience in many different areas.

Each placement has provided unique learning opportunities, from dealing with complex areas of national security to providing excellent and cost-effective public services for those that need it. The continuous professional development, mentorship from senior leaders, and supportive networks that the Fast Stream provides have significantly enhanced my skills and confidence. Particular highlights include: working in a Minister’s Office through an election, briefing senior officials in a crisis situation, and travelling in a motorcade in Saudi Arabia – experiences I can’t imagine finding in another graduate role.

What impact have the projects you have worked on had in making a difference for others and helping deliver better services for the people of the UK?

Whilst working as a Risk Analyst in the Ministry of Justice, our directorate was subject to significant scrutiny as part of a National Audit Office Review. Historical issues around risk management had led to unanticipated delays, financial pressure, and delivery issues throughout the portfolio. I supported our team in conducting a major refresh of the portfolio risk monitoring process. I was empowered by my team to deliver creative solutions, working alongside other Government Departments to adopt lessons and deliver new ways of working into the Department. As a result of this work, our team identified several new critical dependencies, delivering potential savings of up to £1 million, and driving substantial changes across the organisation as a whole.

How have the skills and knowledge you have acquired through the Fast Stream training helped you in shaping your future?

From the get-go, I began to learn basic risk management principles, both informally through my work and through designated Fast Stream and bespoke Risk learning programmes.

Through my various rotations, I’ve developed a keen understanding of identifying, assessing, and controlling risks in both policy and project management. I have also undertaken further training in analytical thinking, briefing and reporting, and strategic planning to enhance my ability to anticipate potential challenges and implement effective solutions. Work on international crisis management and scenario planning has further honed my skills, especially with regards to preparing advice for decision-makers. This comprehensive training has not only prepared me for future leadership roles, but also instilled within me a proactive approach to managing risks, strengthening my personal leadership in the process.

How have the connections and networks you have made via the Fast Stream enabled you to succeed / benefited you?

The connections and networks I have made through the Fast Stream have been invaluable to my career so far. Collaborating with colleagues from different departments has exposed me to unique insights and provided a supportive professional community.

Mentorship from senior leaders has guided my career development and networking events have opened doors to new opportunities within the Civil Service itself. In addition, I regularly speak to other members of my Fast Stream cohort and rely on these relationships for informal career advice, guidance, and support.
