Who we are

RIS is part of HMRC’s Compliance team. We seek out intelligence from across the UK and abroad; and then analyse this intelligence and assess the risks and threats to HMRC.

Our work helps HMRC and focuses on the few who deliberately try to cheat the tax system.

What we do

For RIS to be at the heart of HMRC’s compliance activity, we:

  • gather insight to improve understanding of compliance risk
  • use data and intelligence to enable interventions to promote compliance, and prevent and respond to non-compliance
  • lead cutting-edge innovation to design new ways of understanding and treating risk

Areas of RIS

There are 6 main RIS teams that you could join. These include:

Intelligence

The team gather and develop intelligence and share it across HMRC to enable interventions against evasion, fraud and criminal attacks.

Analysis

RIS Analysis are a world-class analysis and data science function, working across government to exploit data and intelligence to deliver insight.

Compliance Operational Insight & Risking

The team design and implement high-risk taxpayer profiles and risk packages (that detail and evidence known and potential tax at risk), and the provision of insight based on gathered data.

Offshore

The Offshore team are responsible for international intelligence, data acquisition and risk identification. This helps HMRC target offshore tax compliance risks and threats.

Preventive Risking

This team identify and prevent organised repayment fraud relating to various tax schemes. They also check the credibility of repayments before they are repaid, to help prevent error and evasion.

Strategic Risking

The Strategic Risk team focus on developing strategic capabilities. They help HMRC find better ways of working, such as using data and technology to tackle non-compliance more efficiently.
